HATs and other add-ons • 4G SIM card abilities ? SMS commands ?

Hello, sorry to disturb .

Is there a way to get a 4G cellular network access on a Raspberry ? I mean through a SIM card reader/adpater of course ...

The goal/project :
Make my own wifi-router which :
1 - can allow internet access through a 4G Simcard adapter,
2 - or in the mean time block/lock the internet access in order to just get a wifi-LAN (so internet WON'T be open-bar for my kids, but without blocking local use of print/scan with the wifi-printer/scanner or local video games) .

The meaning/goal/project is :
The kids/users can localy share files or print or scan or play video games localy (Wifi-LAN), BUT if they need internet (for any legit, or not, reasons) they WILL have to ask me to unlock the internet access (cause the internet access WILL need a password, of course I will be the only one to know/manage this password...) .

The dream :
To pilot the internet access and the wifi-LAN through sms commands (a SIM card can receive SMS...) . I will so get the ability to connect or disconnect my local-wifi-lan from the internet with remote access (Just need to send the "right" SMS from my/any phone, like for some GPS-car-trackers) . Bonus : with this ability I can remotely access my NAS (running on the wifi-LAN) from anywhere trough internet (ie : like my own cloud) .

Let me know if I explained correctly or not ;-) .

Is that do-able ?
I mean hardware-side (SIM card reader) and software-side (SMS software reader than can then run the received commands) ...
