That's your problem. The Pi is initially booting from the SD card. Then it's looking for the UUID that in cmdline.txt for the root filesystem. By copying the UUID both the SD card and SSD have the same UUID. Linux is choosing the SSD one first.

What you need is to have different UUIDs for SSD and SD card and make sure the cmdline.txt and /etc/fstab on each point to the correct device.

If you use the SD Card copier in the Raspberry Pi Desktop, it will resize the partitions and (optionally) create new UUIDs and update the relevant files on the destination.
Despite the name it can copy to/from SD card/USB storage/NVMe.
