You are almost certain to need a 4-layer stackup at an absolute minimum to meet the impedance requirement and to be able to provide a high-frequency ground reference along the length of the interconnect.
Edit: it's an FPC not a PCB - but you're using a PCB calculator. The amide will have significantly different εr compared to the prepreg.
