I've finally got back to this.

As you surmised it is a USB touch device, it is a IR touch frame to mount on TV. With a fresh install of Raspberry OS (64 bit using Wayland) on a Pi4 the device is detected. I had to add a 99 rules to change the rotation, probably because for situation I want the cable out of the way over the top of the TV and it was probably designed to be out the bottom - either way not a big issue.

As recognised by Raspberry OS using lsusb the details are

Bus 001 Device 003: ID 1ff7:0013 CVT Electronics.Co.,Ltd CVTouch Screen (HID)
When selected through the Screen Configuration, the touch panel reports as Touch Device FC48WH00DL-CT-B2-20P

The VID:PID I have been given is 08D3:1000.

I was given these when I asked about getting the 10 point touch functionality of the frame working under Linux - it works under Windows.

To prove that it doesn't currently work I downloaded a large (x,y large, not MB) image, opened it and confirmed that it can be zoomed in and out in image viewer, then tried with pinch control and it doesn't zoom.
