You can't set a specific drive to boot from in the firmware.
The Pi will boot from the first bootable FAT32 partition it finds searching in the specified boot order.
The work around I can suggest is as follows:

The work around I can suggest is as follows:
- Put the correct boot partition on to a small SD card.
- Point cmdline.txt on it at the correct root partition
- Modify the correct fstab with PARTUUID of the new boot partition
- Change your boot order: remove NVMe and put SD card first.
