You can't set a specific drive to boot from in the firmware.

The Pi will boot from the first bootable FAT32 partition it finds searching in the specified boot order.

The work around I can suggest is as follows:
  1. Put the correct boot partition on to a small SD card.
  2. Point cmdline.txt on it at the correct root partition
  3. Modify the correct fstab with PARTUUID of the new boot partition
  4. Change your boot order: remove NVMe and put SD card first.
